Joe Biden and Turkey's Tayyip Erdogan will discuss Ankara's purchase of Russian S-400 missiles during face-to-face talks but there is little hope they will resolve a bitter dispute that divides NATO
Turkey has NATO's second-biggest military after the United States but disagreements over Syria, human rights, the treatment of Armenians in the Ottoman Empire and tensions in the eastern Mediterranean have all strained their ties.
"They will talk about political and economic issues that are more challenging ... that have been challenges in our relationship, including human rights-related issues," Sullivan told reporters on arriving in Brussels late on Sunday. "There are many issues regarding defence industry that were left on the table. The most important one of these is the F-35 issue," Erdogan said of Washington's decision to remove Turkey from a fighter jet programme.
