The alleged chemical poisoning of the Russian tycoon and fines for Downing Street parties lead the papers.
All the front pages feature reports of the suspected poisoning of Chelsea owner Roman Abramovich as he took part in Ukraine-Russia peace talks. The Daily Mirror says the Russian oligarch "lost his sight for several hours" amid claims of a "new Russia outrage".The negotiators were targeted in the suspected chemical weapons attack on 3 March by "Moscow hard-liners seeking to sabotage their efforts to end the conflict", sources tell the Daily Mail.
The Telegraph also leads on the fines, reporting the first fixed penalty notices could be issued as earlier as Tuesday. The papers says around 20 people are expected to be sanctioned in the initial phase, with more penalties to follow at a later date. It adds the news "risks reigniting" the political backlash faced by Prime Minister Boris Johnson earlier this year, when many public calls for his resignation were issued by opposition and Conservative MPs alike.
