New York's legal cannabis market is poised for explosive growth in 2025, with projections exceeding \$1.5 billion in sales. The number of licensed dispensaries is expected to more than double, surpassing 625.

The cannabis industry in New York is projected to explode in 2025, with state regulators anticipating more than 625 licensed pot stores, a more than doubling from the current 275. In 2024, consumers spent over $840 million on legal marijuana, and when factoring in 2023 sales, the legal market has surpassed $1 billion. The Office of Cannabis Management (OCM) predicts 2025 sales could exceed $1.5 billion, nearly double last year's figure.

Meanwhile, law enforcement will intensify efforts to shut down illicit dispensaries. John Kagia, OCM policy director, states that with the OCM licensing approximately 30 dispensaries per month in the last quarter of 2024, over 350 dispensaries are expected to open in 2025. Joe Rossi, a Park Strategies lobbyist representing numerous cannabis industry clients, believes this surge in licensed stores will significantly hinder the black market. Felicia Reid, OCM Executive Director, emphasizes the potential for sales to exceed $1.5 billion in 2025, attributing it to market analysis, consumer feedback, and the adaptability of entrepreneurs. Last year, flowered or pre-roll marijuana accounted for 45% of sales, followed by vapes at 28%, and edibles, liquids, and pills at 27%. The OCM also anticipates licensing hundreds of new cannabis processors and other businesses within the supply chain this year. Although progress has been made in curtailing the illicit market in 2024, black market dealers remain a persistent challenge for legal cannabis retailers
