New York Attorney General Letitia James is working to assure hundreds of federal funding recipients that their assistance will not be frozen following the Trump administration's rescinded memo related to a federal funding freeze. James sent a letter on Monday to hundreds of recipients of federal funding, informing them that federal financial assistance cannot be frozen as a result of the administration's policy, which is now blocked.

This included health care providers, who were informed that funding cannot be frozen or withdrawn on the basis of providing gender-affirming care to minors. James also reminded providers that regardless of funding, all providers in New York are obligated to comply with state laws, including those that prohibit discrimination against individuals based on their sex, gender identity or expression, sexual orientation, or membership in other protected classes. Providers must continue to provide health care services, which includes gender-affirming care, to transgender or gender non-conforming individuals. In response to the Court's Order, the Department of Justice has sent a notice to federal agencies, as well as agency employees, contractors, and grantees, providing additional detail regarding the federal government's compliance with the Order. The notice states that federal agencies cannot pause, freeze, impede, block, cancel, or terminate any awards or obligations on the basis of the OMB memo, or on the basis of the President's recently issued Executive Orders, such as those targeting DEI programs and gender-affirming care for minors. The DOJ Notice further states that this prohibition applies to all awards or obligations, including those made to grant recipients such as hospitals, non-profits, or other organizations or entities, and also applies to future grants of federal assistance. James emphasized that the Department of Justice's notice is clear and unambiguous in its directive to federal agencies. She also highlighted that her office will continue to monitor the situation closely and take any necessary action to protect the rights of New Yorkers who rely on federal funding
