A Texas man who rammed a truck into a crowd in New Orleans before dying in a shootout with police was able to take advantage of a security system in repair.

While the bollards are under repair, police vehicles, other barriers and officers were being used to guard pedestrians on the bustling street that was packed with people for the holiday and the The police commander that oversees the district of the city where the attack took place said that a police car had been strategically positioned on the sidewalk to prevent access to Bourbon Street. But the attacker, 42-year-old Shamsud-Din Jabbar, was able to drive around the parked vehicle onto the sidewalk and into a crowd of people.
Asked about the possibility of someone driving around the parked police car, the New Orleans commander, Capt. Lejon Roberts, said “it wasn’t something we expected to account for.”
