More than three years after first promising to raise taxes on New Jersey‘s millionaires — an issue helped sour his relationship with the Legislature and nearly led to a state government shutdown — Gov. Phil Murphy is about to get his wish

Sweeney repeatedly shepherded a millionaire‘s tax through the state Senate when it faced a certain veto from Republican Gov. Chris Christie, after a prior version of the tax had expired under former Democratic Gov. Jon Corzine. The two were at such odds that they nearly failed to pass a budget two years ago, bringing the state to the brink of a government shutdown.
Murphy and Sweeney credited Coughlin with the idea of a $500 rebate for hundreds of thousands of New Jersey families whose single-parent incomes are less than $75,000, or $150,000 for two-parent households. It’s not clear how much that would cost the state, but it would likely be close to the amount raised by the millionaire‘s tax.Though details on the tax rebate were sparse, Coughlin called the agreement a “historic win for the middle-class and for families in New Jersey.
Now, Murphy and Sweeney are on the verge of passing a drama-free budget, which they have not yet finalized. But Murphy said he would be “shocked” if they don’t come to an agreement on his proposed $32 billion, nine-month budget before the Sept. 30 deadline. And Coughlin, a quiet attorney, has watched his political power gradually rise as a mediator of sorts between the two more high-profile leaders.
