Elgin was established in 1872 and with a population of over 12,000 is one of the fastest growing populations in Central Texas.Turner has over 40 years' experience in city management in Texas and Florida and most recently served as Interim City Manager in Leander with a population of 92,000. Additionally, Turner served as Interim City Manager in the City of Hutto, with population 41,000, where he initiated master planning for water and wastewater systems, hired police chief, and progressed major economic development projects.
“Isaac’s experience with growing communities of all sizes, strategic planning, economic development initiatives, community wide visioning, technology, and infrastructure projects, makes him an excellent leader for our outstanding team at the City of Elgin as we navigate through 2025 and hire a permanent City Manager,” said Mayor Theresa McShan.
