Pan says that provision of the law is also effective now. But the language of SB 714 references a standardized form that has yet to be created by the public health department. Pan contends the intent of the law is still clear — doctors under investigation should not be writing new medical exemptions.

The public health department said in a statement to The Times that the agency is “aware of the many steps and the timelines for implementation.” Once officials have created the form and sent it to the immunization registry next year, the department will then monitor which physicians are submitting medical exemptions.
