CAMERON HOWELLS: A restraint is never meant to be used on a participant ever, it is the last single resort, if that participant is in a life-or-death situation. Verbal redirection is always the option. They first cared for Jessica, who’s been diagnosed with ADHD and autism spectrum disorder, when she was eight months old.THERESE LINAREJOS: A lot of conversations with Jessica were that she was being held down, that she was being punched, that she was being slapped.ALEXANDRA BLUCHER: They say, at times, the ESS homes where Jessica lived were filthy.

NATALIE MUMFORD: When she is in something called an escalation, she may attack people, attack staff, attack herself, so there was all sorts of restraints that were used towards Jessica, a lot of it was deemed to keep her safe.We never used the word restraint. It was always redirection. I was pulled into a meeting because I didn't do a restraint. I said, I didn't think we were allowed to restrain young people.
