, are both unable to transit the seaway. The Crowley Class ATB barge, built for open-ocean transit, has a beam of 105.5 feet, and the ARDM-1 Class dry dock has a beam of 81 feet. They won’t fit.
The differences look to be substantial. Traditional oceangoing ships, or “Salties,” built for unrestricted operations in the open sea, usually have around a 7:1 length-to-beam ratio. Both the Crowley 750 Class ATB and the ARDM-1 class dry dock exhibit a length-to-beam ratio typical of seagoing vessels .
Rather than place trust in an improvised barge-transit scheme, the Bartlett team might be better served to focus on the depot while urging an expansion of the St. Lawrence Seaway lock system. Making the Seaway large enough to serve Panamax-sized ships—a proposal that has bubbled about for decades—would be both an economic boon and would allow nuclear submarines to transit through on their own power. But it would be a tremendously costly and longer-term venture.
Global Affairs Canada suggested that the submarine itself may be considered a radioactive cargo, saying, “In general, marine transportation of Class 7 radioactive cargoes is regulated under the Transportation of Dangerous Goods Regulations , the Cargo Fumigation and Tackle Regulations, and the International Maritime Dangerous Goods Code, as well as respective regulations by the Canadian Nuclear Safety Commission .
Global Affairs Canada also noted that “Canada and the United States have an established notification mechanism through the Great Lakes Water Quality Agreement, that calls for one country to notify the other of planned activities that could lead to a pollution incident or that could have a significant cumulative impact on the waters of the Great Lakes,” and suggested that activities such as “Shipping radioactive waste through the Great Lakes is an issue that would raise significant stakeholder...
