Rep. Morgan Luttrell introduces legislation aimed at increasing transparency about the dangers posed by Mexican drug cartels and other organized crime groups. The CARTEL Act mandates reporting on the release of individuals on the Terrorist Screening Database and the tracking of cartel-associated individuals attempting illegal crossings.
A Navy SEAL veteran-turned-congressman is leading the charge for greater transparency regarding the escalating threat posed by Mexican drug cartels and other organized crime groups. Representative Morgan Luttrell , R-Texas, introduced legislation Thursday aimed at shedding light on the dangers these entities present to Americans. 'Thanks to the Biden administration's open-border policies, dangerous cartels have been running our borders and profiting from human and drug trafficking,' Rep.
Luttrell told Fox News Digital. The proposed CARTEL Act mandates the U.S. Customs and Border Protection (CBP) to report on the release of individuals listed in the Terrorist Screening Database into the United States. The legislation also requires the transparent tracking of individuals associated with cartels who have attempted illegal crossings. This bill arrives shortly after President Donald Trump signed an executive order moving the U.S. closer to designating drug cartels as foreign terrorist organizations. The order states that these organizations 'threaten the safety of the American people, the security of the United States, and the stability of the international order in the Western Hemisphere.' 'The Cartels have engaged in a campaign of violence and terror throughout the Western Hemisphere that has not only destabilized countries with significant importance for our national interests but also flooded the United States with deadly drugs, violent criminals, and vicious gangs,' the order adds. The order highlighted both Mexican cartels and other gangs across Latin America, such as Venezuela's Tren de Aragua and El Salvador's MS-13, which have raised concerns in recent years due to reports of their activities spreading to the United States. Luttrell, a seven-year Navy SEAL veteran, believes the legislation will provide Americans with clarity on who is attempting to enter the country. It will also require CBP to furnish Congress with a comprehensive report identifying the terrorist organizations and cartels seeking entry. The CARTEL Act enjoys bipartisan support, co-sponsored by Representatives Bryan Steil (R-Wis.), Daniel Webster (R-Fla.), Carlos Gimenez (R-Fla.), Andrew Garbarino (R-N.Y.), Jen Kiggans (R-Va.), Randy Weber (R-Texas), Jack Bergman (R-Mich.), Michael McCaul (R-Texas), Brian Babin (R-Texas), and Mike Collins (R-Ga.). 'Americans deserve to know exactly who is trying to enter our country,' Luttrell said. 'The CARTEL Act will provide critical transparency and accountability in the fight to secure our borders and protect our communities.'
