According to the Naval Criminal Investigative Service , an agent posed as an underage child seeking to track down individuals who were meeting children in person for sexual activities.The undercover agent, acting as the child, began an online conversation on social media with a man, who was later identified as Michael Buck Brockway.

Brockway solicited the child, who was the agent, asking if she was alone for the next few days, NCIS said. The child gave the address of the apartment complex in Jacksonville.
