These locations, ranging from a former theater site to vacant grassy plots, are strategically chosen for their proximity to public transportation and their designation as low or moderate resource areas. National City, facing a housing crisis mirrored across the San Diego region, sees this project as a crucial step towards bridging the gap for residents struggling to find affordable housing. \The initiative stems from a recognition that many National City residents are financially constrained, unable to capitalize on existing housing opportunities. Carlos Aguirre, the city's Housing Authority director, highlighted this issue during a recent City Council meeting, emphasizing the need to empower a segment of the population that is often left behind. Aguirre stated, 'There are those that are capped at what housing opportunities they can take advantage of. So we are trying to figure out how to help out a segment of the population here in National City that really can’t move forward but could possibly do that through these mechanisms.'\To kickstart the process, National City officials have allocated nearly $90,000 to initiate a search for developers interested in participating in the project. This funding comes partly from a grant awarded by the San Diego Association of Governments. The city aims to select a developer by fall 2025, with the construction of new housing units potentially underway within the following years. The new developments are envisioned to encompass a range of housing types, including townhomes, mixed-use buildings, and community land trusts, offering diverse options to meet the needs of a variety of residents. Council members, while enthusiastic about the project, emphasized the importance of prioritizing equity and ensuring that National City residents have first access to the newly constructed housing units. Councilmember Luz Molina stressed the need to avoid further displacement of existing residents, stating, 'The last thing I would want is to further displace people. In fact, if we are going to go through this I would insist that every single opportunity is meant for those folks who truly do deserve a leg up in this economy.
