Ever since his identity was stolen at the end of Boruto: Naruto Next Generations and he was falsely accused of killing his father, Konoha has branded Boruto as Public Enemy No. 1. This designation typically comes with strict security measures — such as heightened surveillance and dedicated task forces — aimed at neutralizing individuals deemed a major threat to the community.
Despite the supposedly robust security measures in place, Boruto managed to escape thanks to the swift thinking of Shikamaru, who was observing from an adjacent room, and Mitsuki, whom Shikamaru quickly persuaded to aid Boruto. During the encounter, Boruto revealed little new information, mostly confirming what Konoha's security had already deduced on their own.
