Local authorities, to which the NTSB referred comment about the pilot, did not return queries seeking comment.The forest fire service said in a 7:30 p.m. update that 25 structures remain threatened, and several roads remain closed in the area, including Dover Road between Lacey Road and Pinewald Keswick Road, and Mule Road between Lacey Road and Pinewald Keswick Road.
