Paterson police officer Kevin Patino, 29, was indicted Tuesday on federal charges in connection with a 2020 incident in which, prosecutors said, he and another officer beat a man and falsified reports to cover it up.
Officer Kevin Patino, 29, who was indicted, and another Paterson officer, referenced in the indictment only as “Co-conspirator 1″ but who was previously identified as Kendry Tineo-Restituyo, allegedly brutalized a 19-year-old man at about 12:30 a.m. on Dec. 14, 2020. The New Jersey Attorney General’s office launched an investigation after the man, Osamah Alsaidi of Paterson,and were freed on $50,000 bail.
After the officers finished up with the first man, Patino and Tineo-Restituyo — who were both dressed in plain clothes with tactical vests — got into an unmarked police car and drove in the same direction on Madison Avenue as Alsaidi had walked. As the officers drove by the man who had watched the interaction and walked away, Tineo-Restituyo rolled down the driver’s side window of the cruiser and repeatedly asked “What did you say?” according to the indictment.
That prompted Patino to hit Alsaidi in the face and body while Tineo-Restituyo threw Alsaidi to the ground, prosecutors wrote. Patino kept hitting Alsaidi after he was down, prosecutors wrote. Prosecutors then said both officers filed false reports “in an attempt to cover up their conduct.” Patino’s report said the man approached the pair of officers while “screaming profanities” and “acting belligerent,” “causing a disturbance to the residents around the surrounding areas,” they said, and that it further indicated the man got into “an aggressive fighting stance by blading his body and clutching his fist.
