The Murphy administration still hasn’t provided an explanation for why the language was removed, at least not publicly. When asked during an unrelated appearance in Montclair on Thursday, Murphy declined to discuss the reasoning but insisted to NJ Advance Media the issue will not hurt budget negotiations.

States use a variety of different approaches in administering federal funds. But there is only a small minority of states where the governor has sole discretion in choosing how to spend the ARP money, said Kathryn White, director of budget process studies at the National Association of State Budget Officers.

That is in addition to millions of dollars allocated to various infrastructure projects and initiatives to assist New Jersey businesses, as well as $150 million to cover costs associated with administering the fund, according to a recent report from the state’s nonpartisan Office of Legislative Services.

The Murphy administration said it’s being prudent in using the time allotted by the federal government for obligating and spending the relief dollars. The state has until the end of 2024 to budget the remaining funds, which must be spent by the end of 2026. Senate Republican spokesman Brad Schnure said Democrats will likely get the Joint Budget Committee oversight restored. But that doesn’t go far enough, he said, adding that JBOC is too secretive and excludes rank and file members from vetting proposals or participating in the approval process.
