Elon Musk's demand that every federal worker justify their employment weekly is causing widespread confusion and resistance. Agency heads are defying his 'pulse check' initiative, and employees are receiving contradictory guidance. Musk insists the directive is mandatory but is facing pushback from officials at various levels.
Elon Musk is attempting to enforce his demand that every federal worker justify their employment weekly. This hastily executed initiative is causing widespread confusion and resistance within the workforce. Many agency heads are openly defying it. A second round of emails, sent to over 2 million workers, instructed them to list five things they accomplished during the week in bullet points. Musk refers to this as a “ pulse check .
” This follows a similar order issued last weekend, where Musk, who is responsible for executing President Donald Trump’s cost-cutting directives, warned those who didn't respond that it would be considered a resignation. \Resistance to Musk's initiative is already mounting. Some of this pushback comes from high-ranking officials. NASA acting administrator Janet Petro warned staff on Friday night that they may receive government-wide communications before receiving clear implementation guidance. Petro instructed employees to ignore any such communications received over the weekend and consult with their supervisors upon returning to duty. The State Department also issued a brief note on Saturday morning, instructing staff to disregard the email and stating that department leadership would respond on behalf of the workforce. \ Despite agency leadership concerns about the legality of the directive, potential compromise of classified and sensitive government operations, and the risk of alienating mission-critical employees needed to implement a Trump policy agenda, Musk is doubling down on his efforts. He addressed concerns regarding classified work, stating on X that individuals working on these matters are still required to respond but can simply state that their work is sensitive. Musk invoked Trump's support, highlighting that the president had made it clear that this was mandatory for the executive branch. This comes days after Musk, who is not a Cabinet official but rather a special government employee, was invited by the president to detail his cost-cutting efforts during his first Cabinet meeting of the term on Wednesday. During this meeting, Trump praised Musk, signaling his support for the very measures that have rattled some agency heads. \Guidance to ignore the emails has come from across the chain of command, from managers, supervisors, and department leaders who did not wait for official instructions. At least one ambassador issued guidance on Friday night, instructing staff not to respond. An official within one division of the Energy Department also sent a note to staff members on Friday, telling them not to respond to any emails asking what they accomplished last week. While the department has not yet issued a department-wide response, employees have stated that their Trump-appointed leadership appears to be growing weary of the haphazard DOGE directives. The confusion they create diverts workers' attention and agency resources from implementing the president’s mandates to dismantle climate programs, cut clean energy subsidies, and promote fossil fuel production. Employees believe the emails, arriving late Friday night and over the weekend, are intended to demoralize and intimidate workers
