Agency staff said a 4% reduction in service will recover $15 million from an expected $50 million budget deficit starting this July

None of the San Francisco Municipal Transportation Agency ’s three considered scenarios for service cuts will fully close its $50 million budget deficit set to begin this July, officials said Tuesday during a presentation to the body’s board of directors.

“We’ve really tried to become value-based in how we make service decisions,” said Sean Kennedy, a senior transit manager at the agency. Kennedy said the decisionmaking criteria for lines include the route’s economic vitality and environmental stewardship, as well as feedback from customers, operators and policymakers.• Preserving high-ridership routes by suspending some parallel routes with fewer riders, such as suspending the 2 Sutter line, which runs parallel to the 1, 38, and 38R Muni lines.

SFMTA staff said Tuesday the agency will engage in community outreach leading up to the board’s March 18 meeting. By providing notice and transparency around the cuts, agency officials said they hoped to continue rebuilding public trust as they aim to win back riders following the COVID-19 pandemic. The agency is exploring additional ways to save the remaining $35 million from the 2025-26 fiscal year’s deficit, such as increased fare enforcement and raising parking fees. Cyrus Hall, a member of the Muni Now, Muni Forever coalition, said that the board requesting alternatives which did not involve cuts is “definitely a great step in the right direction.” Hall said the agency must adopt a clear communication strategy around the reductions, such as having the SFMTA draft something similar to BART’s “Role in the Region” report. Such a publication, he said, would quantify impacts on affordable housing, job accessibility, road congestion and resident mobility.
