Former State Security Agency director general Arthur Fraser says the high level review panel has essentially lied to President Cyril Ramaphosa in its report. The panel's report, released in March this year, was scathing about the state of the intelligence agencies. The 10-member panel, chaired by Dr Sydney Mufamadi, found widespread abuse of the country's intelligence services for political ends, including internal ANC factional battles.

"Inaccurate intelligence has collapsed states, compromised leaders, and rendered vulnerable citizens of countries. Accuracy of intelligence is one of the cardinal pillars of intelligence services. This rule should guide, not only operations, but also those tasked to review intelligence services of a country," he says.

One of the key problems identified by the panel was a plan to make sure that all SSA operations would be carried out through cover companies or entities established by the SSA. This is referred to as"completely covert operations". The panel found that this would open up the possibility of"even more abuse" of financial and procurement controls.

The HLRP report says that the PAN project – essentially intelligence jargon for spy handlers – was standard practice.But the PAN"evolved" into a way in which employees could"bypass the procedural recruitment of staff, disbursement of funds and procurement," the report states."Criminal behaviour" seemed to have taken place under the guise of conducting intelligence operations, according to the panel.
