Carter, whom family members lovingly called"Peter," was just two days away from his eight-grade graduation, according to his mother. He was a student at Delta School in Philadelphia. A Wildwood police officer patrolling the beach rescued two people, but Carter never made it back to shore. According to police, no lifeguards were on duty at the time.
"The weather when I got out there, it was cold. Why was the decision to go in the water? Where was the people that was supposed to be there supervising? No protection.
No lifejackets," Hill said. Delta School serves students with special needs. The school's CEO told NBC10 last week that there were six students and six staff members on the trip and that the students had supervision.
"I have no idea. I just know that he was supposed to be assigned with a staff and he had to remain with his staff," Hill said. Hill said that while the U.S. Coast Guard flew an aircraft along the coast Sunday, the extensive search for her son ended last week.
"He's somewhere under the water. So, I'm just asking that if there's any organizations that have technology or anything that could go in the water and look for him," Hill said. NBC10 reached out to Delta School by phone and email Tuesday seeking answers to questions about the trip. The school had not responded.
