More than 400,000 square feet of ‘flex space’ buildings planned for busy Cumberland County road

The conditional use application submitted to the township for the “planned center” describes the development as “two flex space buildings that are designed to include a combination of businesses uses.'

A 241,920-square-foot building and a 172,480-square-foot facility are planned for the property near the intersection of the Carlisle Pike and West Main Street. Two very large “flex space” buildings are planned for a 50-acre property on the Carlisle Pike in Silver Spring Township where a nearly 500,000-square-foot recycling center was proposed 18 months ago. But the new proposal, as well a scheduling error for a conditional use hearing, has left some residents less than happy.

Building A, the 241,920-square-foot building, would include two 3.360-square-foot office areas, 146 parking spaces, 46 loading docks and 73 trailer spaces. Because the hearing was scheduled beyond the 60 days required by the Municipalities Planning Code, it was deemed approved subject to conditions negotiated with some of the nearby residents of New Kingstown, township manager Ray Palmer said in an e-mail.

The hearing on Jan. 25 was supposed to consider a conditional use application allowing for the “planned center” on the property. The township’s planning commission recommended at its December meeting that the supervisors deny the conditional application. A land development plan, which hasn’t been submitted yet, will ultimately need to be approved by township supervisors.

“What happened was -- we have shifted the burden from the township to the residents to fight this on appeal,” he said.
