While Power Man appears to be an elderly Luke Cage, anyone could be under Moon Knight's new helmet - Khonshu has created many, many Moon Knights over the years, with most willing to commit terrible evils in the moon god's name.
The "Eternal Machine" is from Eternals lore, and is an artificial intelligence installed into the Earth itself by the Celestials. It manages several details of the Eternals' powers on Earth, allowing them to teleport, create spaces outside normal reality, and resurrect upon death. Only the 100 original Eternals and Thanos are able to connect to it, suggesting something very drastic has occurred to include Moon Knight.
