A city council committee voted unanimously Thursday to study the proposal, which one supporter called 'our best opportunity to finally address this issue'

San Diego city leaders unanimously endorsed a proposed parcel tax for flood prevention projects on Thursday — but they still face crucial decisions about the size of the tax and exactly which projects it would pay for. The City Council's Rules Committee voted 5-0 Thursday to have decisions on the tax rate and funding allocation be analyzed this spring by the city's independent budget analyst, City Attorney Mara Elliott and aides to Councilmembers Joe LaCava and Sean Elo-Rivera.
