A controversial bill introduced in Mississippi aims to criminalize sexual acts not intended for fertilization, sparking debates about reproductive rights and gender equality.
A bill proposed in Mississippi, highly unlikely to be passed, seeks to criminalize sexual acts not intended for fertilization. Introduced by Democratic state Sen. Bradford Blackmon, the bill would impose fines on individuals engaging in acts like masturbation or unprotected sexual intercourse without the express purpose of conceiving a child. First-time offenders would face a $1,000 fine, with escalating penalties of $5,000 and $10,000 for subsequent offenses.
However, the bill contains exceptions for sperm donation and sexual acts involving contraception. Clause four explicitly states that fines would not apply to genetic material discharged for donation or sale to fertility clinics or during sexual activity using contraception to prevent fertilization. If enacted by Gov. Tate Reeves, a Republican, the law would take effect in July. Blackmon, a first-term senator, explained his rationale behind the bill, highlighting the disproportionate focus of recent legislative efforts on restricting women's reproductive healthcare, particularly abortion and contraception. He argued that men's roles in these matters are often overlooked and emphasized the need for a more balanced conversation. Blackmon acknowledged that the bill's content might be met with criticism but maintained that he was not deterred by such reactions
