Tran says he will bring a proposal to the next council meeting on Feb. 15
As he sat on a wheelchair with his belongings scattered across the ground, Albert Armos explained how he has hopped from one city to another over the last 14 years in search of a place to live. It’s been Milpitas for the last five months, where he’s pitched a tent at one of the city’s estimated six or so encampments.
“Homelessness has not been my friend,” said Armos, who deals with both mental and physical disabilities. His goal is to get housing in San Francisco, away from the downtown area that he says is filled with drugs.Mayor Rich Tran is considering restricting encampments in areas near schools, daycares, the library and certain neighborhoods, a plan that Tran says is driven by a need to increase safety and prevent illegal dumping.
“I think it’s apparent to all the Milpitas families that there is an effort to keep order in Milpitas,” said Tran, who added that he wants community input before any sort of law is passed. “With these encampments, we’ve seen them spring up. Its just real important to keep the order for public safety.”
Where the city could actually ban camping — which Tran sees as both tents and RVs — depends on who owns the land. The mayor acknowledged that some areas within Milpitas may be off limits since it is owned by the county or the state, but said anything on the street itself is city property.
