This year's highest-performing cities stretch across the nation, but they share several key characteristics: a flourishing job market and reasonably priced housing, according to a recent report by the Milken Institute, a nonpartisan policy research organization.

The Milken Institute's Best-Performing Cities report, published annually since 1999, evaluates cities based on their effectiveness in fostering economic growth and providing access to essential services that contribute to a higher quality of life. Cities are assessed on job creation, wage growth, and the expansion of the high-tech sector, as well as access to economic opportunities, including affordability of housing and broadband coverage. The index examines economic vitality in 200 large metropolitan areas and 203 small metropolitan areas by analyzing the labor market, technology sector, and access to economic opportunities. This year's index places a strong emphasis on jobs, wages, high-tech growth, housing affordability, broadband access, community resilience, and income inequality. Large cities and small cities are then categorized into five tiers, with Tier 1 representing the highest-ranked cities and Tier 5 representing the lowest-ranked cities. Raleigh, North Carolina, secured the top spot on the list of large cities, attributed to its robust employment conditions and thriving high-technology sector. Gainesville, Georgia, ranked first among small cities, demonstrating strong performance across a wide range of metrics, according to the report. Tulsa, Oklahoma, experienced the most significant improvement over the previous year, climbing 99 positions to No. 86, propelled by a strong labor market. Oklahoma City exhibited the second-largest increase in the rankings. Conversely, San Francisco witnessed the steepest decline, dropping 99 places to No. 126, attributed to a sharp downturn in the technology sector
