Just as he did last year, Middleburg Heights Finance Director Jason Stewart presented a conservative 2025 budget to City Council during a Dec. 2 budget hearing.
“We’ve undertaken a number of projects in a relatively short period, and we’ve been aggressive in investing in solutions to our flooding concerns.”will get under way in 2025, noting that the city already has secured $7.1 million of the total $8.4 million cost through grants.
In addition, more than $25 million has been applied toward improving city streets since 2019, he said., major improvements to the natatorium in the Community Center and recent completion of the fire station roof,” Stewart said.He estimates that income tax receipts will increase 2 percent over 2024’s estimated actual collections. Revenue is projected at $25.5 million from all sources.
Stewart mentioned a $2 million bond would be used for the Streets/Infrastructure Improvements Fund to “heavily invest in infrastructure improvements and pay off the notes associated with the Smith Road Streetscape project.”“Our debt burden is very low,” Stewart responded. “We are limited by Ohio Revised Code on how much we issue, and we are not tapping into that reserve at all.”
Some of the planned 2025 capital expenditures include a new police cruiser, taser replacements, continued payments on a new ambulance and a pumper/ladder truck, rescue tools, fitness equipment replacements, salt truck and pickup truck replacements, a toolcat snow removal machine, various system and software upgrades, parking lot repairs, City Hall facility upgrades and Service Center roof work.“We are very happy with that number,” Stewart said.
“Total appropriations for the year are roughly $62 million, with the General Fund making up $26.9 million of that.”“I just want to tip my hat to Mayor Castelli and all of the administration, because with the out-of-control expenses and all the inflation hitting the United States, keeping this budget at a 1.6 percent increase is phenomenal,” Councilman Tim Ali said.
