His remarks were in response to a ProPublica report that he had not yet acted on the recommendations of the Israel Leahy Vetting Forum that certain Israeli military units be barred from receiving U.S. aid over human rights abuses. Most of the incidents under review took place in the West Bank and predated the Oct. 7 war, ProPublica said.
