PJM has proposed billions of dollars in electrical infrastructure upgrades to support the growing data center load, and more investment will likely be required in the coming years. Maryland's People’s Counsel David Lapp, the state's consumer advocate for utility bills, points out that the majority of these costs will be borne by all customers, despite being primarily driven by data center development. Even at record auction prices, the supply secured has fallen short of what the grid operator deems necessary to ensure reliability. The Electric Power Supply Association, a trade group representing power plant operators, is focused on bringing new generation online, though the construction of new power plants lags behind the rapid expansion of data centers. Pennsylvania Governor Shapiro has called for reforms to the regional grid operator's system to protect consumers from rising costs. Shapiro warned that if changes aren’t implemented in the coming year, the Commonwealth will intervene to protect its residents from price hikes.
