Demetrius Terrence Frazier, convicted of two murders, is scheduled to be executed by Alabama next week. While Frazier's lawyers are fighting for his life in federal court, Michigan has stated it will not intervene in the execution, despite Frazier being legally in their custody.
The Michigan prison system doesn’t plan to intervene on behalf of a “sexual predator” and double murderer set to be executed by Alabama next week.
A few months later, in 1992, court records say Frazier was in his home city of Detroit and took 14-year-old Crystal Kendrick into a vacant house, preparing to rape her at gunpoint. But as he undid his pants, court records show, the teen fled. Frazier went after her and shot her in the head. No explanation was provided in the documents as to why the transfer was initiated. Frazier’s attorneys are now arguing that executive agreement was unlawful, and asking the inmate to be sent back to Michigan.One of Frazier’s lawyers from the Federal Defenders for the Middle District of Alabama wrote in November to the current Michigan governor, Gov.
According to an inmate classification summary from the Alabama Department of Corrections, Frazier is an inmate “borrowed from Michigan.” The lawyers said the executive agreement between Bentley and Snyder, which brought Frazier back to Alabama’s custody, “boils down to a priority-of-custody matter between sovereigns.”
