Assembly Constitutional Amendment 1 presents a potential sea change in raising public revenues in San Diego and elsewhere
San Diego would have billions of dollars more for transportation, housing and fighting fires — and maybe even expanding the convention center — if a proposal passed by the Legislature last week had been the law previously.
In 2016, a countywide half-cent sales tax increase to expand roads and fund transit projects proposed by the San Diego Association of Governments failed to reach the supermajority threshold, yet gained more than 58 percent of the vote. That support came despite a scandal over SANDAG inflating the revenue estimate for this and a previous tax.
Proponents might have argued that the center, a public building, is infrastructure, but that almost certainly would have triggered a court fight, like so many other aspects of the initiative. Seven special tax measures for similar projects gained more than 60 percent of the vote, but also fell short of passage.
