In San Diego and around the country, housing is being added to retail malls — or replacing them all together

The idea of building housing at the Mission Valley East and West malls is surfacing just as the concept of that kind of mixed use is having something of a zeitgeist moment in the development world.

These kinds of projects in some quarters are being called “live, work, play” communities. While that may sound like a snappy slogan dreamed up in a marketing skull session, it is what the proposals aspire to become. The frequently heard arguments against increased housing density — overloaded infrastructure, increased traffic and destroyed neighborhood character — are tougher sells when it comes to redeveloping malls. The properties were built to accommodate a lot of people coming and going, and they aren’t quiet residential suburbs.

Assemblymember Buffy Wicks, an Oakland Democrat who authored one of the two bills that became law this month, A strong word of caution. Other bills, notably Senate Bill 9 by state Senate leader Toni Atkins, D-San Diego, havein spurring more housing, at least in the early going. Further, “affordable” housing guarantees are tough to come by.

There’s a widespread belief that these kinds of developments — with parks, stores and entertainment locales within walking distance — are attractive to younger people who gravitate toward an urban lifestyle. The larger question is whether this kind of dense housing can appeal to people with families or those transitioning into family life.
