New rules in Mexico affecting renewable power projects are criticized for favoring the country’s state-owned utility

Energy companies and local industry groups said new rules for operation of the power grid, published late Friday, favor Mexico’s state-owned electricity utility over private developers and dial back the opening of the power market to foreign investors.
