has approved the rezoning of a hotel so that it can be turned into a shelter for people who are homeless.The project has been a source of contention among Mesa residents with some believing the shelter is needed while others are concerned that it would make the surrounding neighborhoods less safe.At Monday's meeting, 21 people asked to speak. Of those people, 11 were in favor of the project. Three of them had even been part of the city's Off the Streets program.
