The 35-year-old woman faces felony exploitation charges after allegedly choking her wheelchair-bound client and withdrawing money meant for his new apartment.
Published: Jan. 13, 2026, 9:37 p.m. Police in Cumberland County this month charged a 35-year-old Mechanicsburg caretaker after investigators said she physically abused and defrauded a blind man in a wheelchair, according to charging documents.
On July 30, 2025, the victim, a 67-year-old blind man in a wheelchair who suffers from several other medical conditions, told police that Jaqueline M. Williams had been his dependent caretaker for about four years. The victim first met Williams while he was living at an East Pennsboro Township apartment. She later agreed to be his caretaker, which involved light cleaning and transportation to and from appointments. As his caretaker, Williams received the victim’s personal banking information so she could help him with bills and general banking, according to an affidavit of probable cause. The victim paid Williams in several ways, including personal checks for $50 and authorizing debit-card payments to her for groceries, activities, and personal care needs, the affidavit said.The victim told police Wthat illiams’ physical abuse started in June 2025 while they were staying at a motel. During an argument, Williams pinned the victim’s arms to his lap while leaning into his face and pointing her index finger at him, police said. The next day, during another argument in the motel room, Williams put her hands around the victim’s neck, pinning him, the affidavit said. In July, the victim initiated a $3,100 transfer from his Members 1st account to a Citizens Bank checking account, which he was setting aside for a new apartment. The victim later spoke with a Citizens Bank representative, who said amounts of $2,500 and $600 were withdrawn from the account by Williams and a mutual friend, the affidavit said. On Sept. 19, investigators interviewed Williams at the Middlesex Township Police Department. Williams waived her right to an attorney and spoke with officers, the affidavit said. Williams admitted to withdrawing $2,500 from the victim’s account and keeping the money. The withdrawals were made through a mutual friend who also has a Citizens Bank account, which helped them receive the money from ATMs. Williams told police the victim owed her the $2,500 for her work. She also said the other $600 was returned to the victim. However, the mutual friend said Williams paid him $250 for assisting with the withdrawals, which he was told were authorized by the victim. Williams kept the other $350, the affidavit said. Williams also admitted to getting into a heated argument with the victim, but denied pointing her finger in the man’s face or putting her hands on him. During one of the arguments, Williams told the victim, “That is what you are granted when you come here, and God does not tell you that you are granted a house over your head, he does not give you a car, and when somebody is helping you, you be grateful and say thank you, you don’t say you are not doing this right in your own house!” As police continued to question Williams about the physical abuse, she started to cry and ended the interview. Williams is charged with the financial exploitation of an older adult or care-dependent person, a third-degree felony, and two counts of abuse of a care-dependent person, a first-degree misdemeanor.Madison Montag is the nightside public safety reporter at PennLive.
