School choice became a flashpoint during the state’s 2024 elections, so the debate over giving some Texas students a voucher to help pay for private school or other education services will remain prominent during the Texas Legislature’s 2025 session. The time and energy devoted to this topic, however, should not obscure the more demanding challenges Texas students face.
The age of school accountability and standardized tests started taking root in the 1980s and 1990s. Annual independent measurement of students, along with a clear reporting of the outcomes to the public, arose to inform educators, parents and taxpayers about progress in our schools — or lack thereof. Districts and campuses then could use the information to direct resources to subjects and grades that required attention.
The 2025 session provides a good opportunity to help districts recruit and retain effective teachers. That includes ensuring they have access to quality instructional materials.Texas has taken incremental steps to improve reading instruction over the last five years. Still, we have much room to go. Only 49% of Texas fourth graders and 54% of eighth graders areto improve use of the science of reading across Texas.
