Meanwhile, some business owners and lobbying groups objected to the additional burdens these policies might impose on local establishments. Michael Klein, president of the Texas Bar and Nightclub Alliance, called the new regulations and enforcement a"knee-jerk" reaction to the recent shootings. Tabú opened around April but never got the required permits for the sale and service of alcohol, occupancy of the patio, fire alarms, as well as the preparation, storage, and service of food, water, and ice, according to City Attorney Arturo Michel.

Despite a downward trend in violent crime in Houston, nightclubs and bars have remained a stubborn source of shootings and other violent crimes, according to officials. From November 2022 to April 2023, police responded to nine homicides, 32 robberies, and 103 aggravated assaults at bars and nightclubs, according to police data. Of these crimes, four homicides, 13 robberies, and 36 aggravated assaults occurred after 2 a.m.outside a strip club in north Houston.

“For the businesses where these shootings have happened, they don't just happen out of the blue. I'm sure there have been complaints to the city and the police,” he said. “Police know where trouble actors are, so they need to use their limited resources and do the good old detective work to focus on those places.
