This includes Heights Arts, shown here and founded in 2000 after a community visioning process that has led to $1.5 million in funding to more that 600 artists in various disciplines.

“I’d like for ‘Home to the Arts’ to be a little bit more holistic in Cleveland Heights, and I believe this is one of the ways that we can provide a bit more priority to the arts in city government,” he added. “It is absolutely not empowered to encroach on any of the already existing functions of the variety of arts organizations that already exist within Cleveland Heights and beyond,” Seren pointed out in response to concerns about creating “a new layer of government.” Noting earlier that Heights Arts has contributed roughly $1.5 million to more than 600 artists over the years, Bernstein said Oct. 4 that as the organization approaches its 25th anniversary, it would welcome opportunities to partner with the city.

“We’re hearing wonderful things that the city might be considering budgeting funding for the arts,” Bernstein said. “I don’t know if it’s ever been entertained, but it’s never come to fruition incorporating art in public parks.” Seren was told at that time that “the arts community was thriving and ‘we don’t need another one of those to make it more disconnected,’” prompting the switch that “allows the government to be a bit more active.”

Seren said they would be operating as officers for the city, rather than any organization, interest or affiliation, in a way that is “less conflicted” or subject to any perceived conflict of interest. Daniel Levin doesn’t think the “emergency” clause is necessary in the legislation if it simply means eliminating the standard 30-day waiting period from the time the ordinance is enacted by council to its taking effect.
