“Texas public schools are in need of immediate rescue,” Dallas schools superintendent Stephanie Elizalde said.
“We are all faced right now with having to make reductions in our staffing,” Elizalde said.
“Just right now, to cover inflation, we need about $7,000 per student,” she said. “Inflation has been a very difficult thing to manage.” A Senate proposal would provide a $2,000 boost next school year for classroom teachers in large districts. In those with fewer than 20,000 students, teachers would get a $6,000 bump.
This increased payment comes as property values rise but DISD enrollment drops, which impacts how much state funding the district receives as it’s largely based on how many students show up to public schools.Districts like Dallas are also bracing for the end of the COVID-era windfall of federal funds. Hundreds of millions of pandemic relief dollars will expire next year.
The district is simultaneously looking to increase its salaries to compete with neighboring districts amid an educator shortage. They are considering raising starting teacher pay to $61,000.Recapture — often called Robin Hood — is a key part of Texas’ complicated school finance system. Districts considered property-rich based on the taxes collected within their boundaries must give money back to the state to be distributed to poorer communities.
