A military OB-GYN is facing multiple charges and has been accused of recording women during sensitive exams.Army OB-GYN charged with recording women's exams in sprawling sexual misconduct case Emotions ran high in the shadows of Fort Hood Army Base in Texas, as an alleged victim of Dr. Blaine McGraw stood in front of a crowd Wednesday night. "I stand here today, not just as a survivor, but as a woman and mother," the woman, identified only as Jane Doe, said. " I walked into the exam room trusting the Army with my body, my dignity and my safety and instead I was violated by Dr. Blaine McGraw."Her words were spoken at ground zero for a prior reckoning on military sexual assault, near a mural to Vanessa Guillen, who was murdered on the base in 2020.The Army preferred four charges and 61 specifications against Army Major Doctor Blaine McGraw, an OB-GYN who practiced at the Army Center at Fort Hood and also at Tripler Army Base in Hawaii.On Dec. 9, 2025, the U.S. Army Office of Special Trial Counsel preferred four charges and 61 specifications against Maj. Blaine McGraw, 47, an obstetrician gynecologist assigned to the Carl R. Darnall Army Medical Center, Fort Hood, Texas. Specifically, he is charged with 54 specifications for indecent visual recording, five specifications of conduct unbecoming an officer, one specification of willful disobedience of a superior officer, and one specification of making a false official statement in violation of Articles 120c, 133, 90 and 107 of the Uniform Code of Military Justice." Maj. Blaine McGraw is accused of secretly recording women during sensitive exams and inappropriate sexual touching McGraw is accused of secretly recording women during sensitive exams, as well as unnecessary touching, described in a civil lawsuit as "invasive, unnecessary and degrading touching, voyeurism and covert filming." On Monday, attorneys filed seven Federal Tort Claims Act administrative complaints against the Army and the Department of Defense. The complaints allege that the Army is liable because it was “negligent in hiring, supervising, and retaining McGraw,” and says the Army didn’t have proper procedures in place to protect patients. The complaints, obtained by Spotlight on America, accused Dr. McGraw of videotaping without consent, unnecessary medical exams, and groping. They allege that the unidentified women were in “vulnerable” states, like pregnant, just given birth, or in the ICU when the alleged crimes occurred. In complaints obtained by Spotlight on America, alleged victims describe being “terrified” of future medical exams, dealing with nightmares and anxiety, feeling “irreparably” harmed, and claim that their ordeals were “entirely preventable.”In Texas, a Jane Doe has been speaking out about what happened to her. "I have young daughters and I can't imagine this happening to them and how it would impact their life, their future going forward," she said. Another alleged victim told the crowd, “Dr. McGraw repeatedly touched me without consent. Laughed when I told him to stop. He pushed for an unnecessary pelvic exam that I refused four times. I went for a sinus infection.” Fort Hood is notorious for the murder of Vanessa Guillen, which prompted a reckoning for the US military The military's case is based on 44 alleged victims, but attorneys say the actual victim count could be much higher. Attorney Andrew Cobos told Spotlight on America that he represents more than 80 women alone. We can confirm other attorneys represent more than a dozen other women as well. "This is the largest sexual assault case in the history of the US military," Cobos said. "There are potentially thousands of victims of this doctor." This month, the Army sent notification letters to all patients McGraw saw and is continuing to gather information. As the criminal investigation plays out, McGraw is the subject of a civil lawsuit brought by Cobos in Texas state court.The scathing civil complaint asserts the Army received complaints prior to this year, and claims it "gave cover to a predator in uniform." Cobos said he's aware of instances in which women tried to report being victimized by McGraw but claimed that the Army did not have systems in place to properly make those reports. "We have an army that should have sat up and recognized the red flags when they occurred, but they missed those red flags," he said. "And that led to countless more women being victimized." Attorney Andrew Cobos filed a civil lawsuit, accusing the Army of failing to act on warnings about the doctor's alleged misconduct In McGraw's case, the Army said it launched an investigation within hours of an allegation against him and removed him from practice. But the civil case paints a different picture, asserting "The Army knew." It claims there were complaints about him both in Texas and Hawaii and the warnings were dismissed. This all comes just months after another Army doctor, Michael Stockin, admitted to sexually abusing dozens of male patients at Joint Base Lewis McChord in Washington state.Stockin pleaded guilty and received the maximum sentence: 164 months in prison. There is an ongoing civil case seeking to hold the Army accountable, alleging it was negligent in hiring and supervising Dr. Stockin. Recent filings in the civil case allege the Army allowed Stockin to continue seeing patients even after receiving complaints in 2022."This same scenario happened, where over 40 men were assaulted and victimized by their doctor, and here we are one year later talking about the exact same thing at another major military installation," he said. "What happens? What comes next?""This should be a bipartisan issue," he said. " It should be a bicameral supported by both the House and the Senate to conduct an investigation, provide oversight of the situation, and pass laws mandating that OB-GYNs must have chaperones to give the patients accountability." Chaperones are encouraged in codes of ethics in the civilian sphere, but at least one alleged victim of Dr. McGraw claims she was denied the opportunity to have a chaperone present.This month, 58 members of Congress wrote to the Military's Inspector General, expressing "strong concern" about the Army's "purported failure" to intervene, involving allegations of misconduct, and demanding answers about the case.We are working to determine what the Army knew about McGraw's alleged misconduct and when. We filed public records requests, but have not received an answer."This is a very traumatic thing to be going through, but I think my anger is really what's keeping me there," said Jane Doe.
