Frank's skull has long been a symbol of his absolute, unyielding war on criminals, and yet for Joe, it's a convenient misapprehension that's covering up a very specific mission.
The gangsters are sheltering the Sokovian, the assassin responsible for bombing Garrison's home and killing his family. Garrison then heads back to his base, where he connects with his ex-handler from SHIELD, Triple-A. She points out that Garrison’s on the evening news, where a bartender from the Black Dragon Club mistakes the patterns on Garrison’s SHIELD-issued battlesuit for the Punisher’s skull, accidentally earning him Frank Castle's codename.
