CANDON CITY, Ilocos Sur – President Ferdinand R. Marcos Jr. has appointed former National Tobacco Administration (NTA) Administrator Robert Victor Seares Jr. as deputy administrator for the administrative and finance sector of the National Irrigation Administration (NIA).

FORMER National Tobacco Administration Administrator Robert Seares Jr. takes his oath as National Irrigation Administration deputy administrator before Executive Secretary Bersamin on August 9. Looking on are NIA acting Administrator Eddie Guillen , Piddig, Ilocos Norte Mayor Georgina Guillen , and Seares’ wife, Jennifer .Appointed as the youngest NTA administrator by then President Rodrigo Duterte at the age of 40, Seares succeeded his father, former NTA Administrator Robert Lizardo Seares Sr.

During his term as NTA administrator, Seares Jr. implemented the Agriculture department’s twin objectives of"Masaganang Ani, Mataas na Kita" by increasing the productivity and income of farmers by five percent and 11 percent per annum, respectively. He also spearheaded the construction of the first solar-powered irrigation system in the Cordillera region in Barangay Kimmalaba in Dolores, Abra, where he was mayor at the age of 30 from 2010-2019.

Seares also developed the Sustainable Tobacco Enhancement Program, a five-year industry development roadmap in line with the OneDA Strategy to accelerate the modernization and industrialization of the tobacco industry.
