We have witnessed former Rodrigo Duterte’s execution of an independent foreign policy through appeasement of China by affiliating within the ambit of the latter’s trade and investments. Similarly, a policy of downplaying the South China Sea arbitral ruling was necessary to deal with an aggressive neighbor.
