Virginia was at the top of the list for the biggest decline in prisoners, seeing an annual decrease of 10.5 percent.
While some states saw more people enter the criminal justice system, other states actually saw a decline in incarceration, according to a new report from H&P Law.The report from H&P Law, a Nevada-based personal injury law firm, looked at data from the Bureau of Justice Statistics based on incarceration rates from each state from 2021 to 2022. That brought its numbers from 30,357 in 2021 to 27,162 in 2022.
'States seem to be starting to better understand this issue and thus enacting laws as well as policies and procedures that take this into consideration before sending offenders to jail.'Several states have legalized marijuana in recent years as well, causing there to be significantly fewer drug crime offenders due to this.Plante said there's also been a push to handle shoplifting crimes differently.
