Officials are “legally bound to not talk about [expunged records] — it’s as if it never happened, everything has been destroyed,” Howard said. And once someone gets an expunction, they also have the right to deny it ever happened. Kassim, whose company provides services to Ready to Work participants, estimates that less than 5% of people who qualify for expunction actually pursue it.
