After his death, the police and the sheriff’s departments became embroiled in a brief dispute over which agency had custody of Perez. Police said officers brought Perez to the jail and left after completing an arrest report. About two hours later, police received a call from the Sheriff’s Department saying Perez had experienced a medical emergency.
