Dash-cam video captured the moments leading up to the shooting, showing Fernandez exiting his vehicle, stumbling, and then running toward an officer while holding what police described as an “edged weapon.” The officer is seen backing up roughly 20 steps before opening fire.Efren Young, who witnessed the initial hit-and-run, followed Fernandez and recorded the encounter on his dash camera, not realizing he would end up just feet from the shooting. His vehicle later became part of the crime scene. “You would never think that you would see this like in person, right in front of you at that time,” Young said. “I was at a loss for words. I was shaking I just didn’t know what to do.” Abel Pena, a former FBI agent with more than 20 years of experience, reviewed the footage and said the officer had little time to de-escalate the situation. “Any reasonable person would perceive that as a threat,” Pena said. “At this point, the suspect has a knife and is coming at the officer.”The Texas Rangers are investigating the shooting at the request of the Castle Hills Police Department.
