Rochester, N.Y. — A man faces charges for a fatal hit-and-run crash on the city's east side early last year.The incident followed a separate, minor two-car crash at North Winton and Blossom roads. Police said Massey, was not involved in the initial crash but knew one of the drivers involved, had pulled over to the side of the road when he was hit.Police impounded the vehicle that struck and killed Massey within 48 hours, but the investigation into who was driving the vehicle continued.
A grand jury was presented with evidence that led that led to an indictment against Lowman for second-degree manslaughter. He was arraigned Oct. 11. Lowman had been in custody since March, charged with two counts of criminal sex act and two counts of criminal possession of a weapon. He is due back in court Friday to answer charges of manslaughter and leaving the scene of a fatal accident.
