Police are searching for a man who was seen touching himself outside a Hillsborough home Thursday, Somerset County Prosecutor John P. McDonald said. A resident on Meadowbrook Drive contacted police at 10:15 a.m., reporting that he witnessed a man masturbating outside his home, officials said. Officers reviewed surveillance footage that captured the incident and observed a man committing the act who was wearing nothing but underwear and a bandana, authorities said.
